Thanks for visiting insearchoftruth.org. I will try to offer some information regarding your question about the Holy Spirit.
You mentioned that Paul was called, or appointed to be a preacher and he was selected to be an apostle. All the apostles were selected by Jesus. In Acts 1:2, we read that Jesus "had given commandments to the
apostles whom He had chosen.” Jesus personally chose the 12 original disciples. When Judas betrayed Him and committed suicide, his replacement was chosen by the Lord (see
Acts 2:20-26). The apostle Paul was also chosen by the Lord as shown in the verses which you mentioned.
All other of the evangelists made a decision to become evangelists as is pointed out in

Evangelists. There is no mention in the New Testament that there was any special selection of evangelists. The same is true today. When one decides he wants to devote his life to Christ in a special way by giving his full time service to preaching the gospel, he becomes an evangelist, or preacher. He decides to use his talents in that way. There is no vision from the Holy Spirit or any special selection.
Regarding the Holy Spirit, you said you believe the Holy Spirit is the same yesterday, today and forever. I agree with that statement. The Bible so indicates that is true. Then you say why can’t He do the same works as yesterday. Of course, the Holy Spirit could do the same works if it was necessary. Regarding selection of evangelists, we have already seen that the Holy Spirit did not do that in New Testament times. Only the apostles were specially chosen, and the Lord Himself made those selections---not the Holy Spirit.
