I agree with Jeff. Bill Maher falls into the Biblical category of "scoffer":

Bill does not know the answer, because he does not want to know. He scoffs at God, Christ, Christianity, and Christians.
Just because someone in authority does not act when we want and how we want, we should not assume they are incompetent.
Just as Jeffrey said, God has a plan. Part of that plan includes patience, waiting for evil men to repent (recall the parable of the tares,
Matthew 13:24-30, 36-43).
God is fully aware of time, but He operates above it. He operates based on people (recall, He is longsuffering) - not the vibrations of a cesium atom. Time itself is immaterial to Him (
"with the Lord one day is as a thousand years, and a thousand years as one day").
